Action Speed vs Movement Speed

Just curious how action speed works in relation to movement speed.
If you have 5% increased action speed, is that equal to 5% increase movement speed? This signifies both increase off the base 100 movement speed. OR Does action speed work off the total movement speed? So if you have 150% total movement speed with all modifiers, 5% action speed would actually add 7.5% movement speed? Action speed doesn't only affect movement speed, it also affects Attack and Cast speed. It's a #% off the animation of any/every action.
