Heist Rogues Not Leveling

I've asked around and went searching for what I'm missing and I can't find the answer...
I have multiple rogues that are stuck at pre-5 levels. They don't seem to gain experience or advance in level. For example Huck is stuck at level 3 for all 4 of his job skills. I run a contract requiring level 3 in a given skill and... nothin'. What am I doing wrong? Last bumped on Mar 20, 2022, 10:36:16 AM

Huck's max level for all his job skills is 3

Has it always been like that? I could've sworn in past leagues that you could level any job on any rogue to 5.
If not that's my bad. |
