The Jewel dont perform its duty as expected. So the passive node turns into Thundrous Devotion instead Enduring Faith.

The unique Timeless Jewels change keystones in their range based on the name in their modifier (in this case, High Templar Dominus).

Based on the type of unique Timeless Jewel, small and notable passives may change uniformly, or randomly using the number in the modifier as a seed (in other words, jewels with the same number behave the same).

Militant Faith changing the notable to Thundrous Devotion instead of Enduring Faith is based on the seed. It's not based on the seed being too high or too low, just on it not being one that changes that notable to Enduring Faith.
