Kitava's Thirst since 3.17

Kitava's Thirst has always been a pet project for me and almost every league I try to make a build around it.

However in 3.17 there was a significant change:

Problem:
The modifier to Total Mana Cost of Skills on Voidbringer and Apep's Rage did not function correctly after the Mana cost rework in 3.14, as it applied after other modifiers, including Blood Magic.

Solution:
Replace these modifiers with an effect with a similar downside, which would no longer count as a cost. This means they will no longer prevent the skill being used if no mana is available.

Specifics:
The Voidbringer Unique Gloves now have "Lose 40-80 Mana when you use a Skill", instead of "+40-80 to Total Mana Cost of Skills".
The Apep's Rage Unique Wand now has "Lose 40 Mana when you use a Skill", instead of "+40 to Total Mana Cost of Skills".


While it might have fixed the problem with blood magic (a really obscure interaction anyway) you are now very limited in how to get to the 100 mana threshold to trigger skills with Kitava's Thirst.

A full 6 link will usually get you above 100 mana cost but only when focussing on high multipliers instead of utility supports you might want to use (e.g. faster casting).

Archmage works quite well but can get really awkward once you invest in mana heavily. At 5k mana you are already at 250 mana cost with just archmage alone and need to invest into reduced mana cost to get back to 100. And considering the mana consumption of Kitava's Thirst now that every trigger needs to be payed, you are practically forced to heavily invest into mana.


I would really love to see the stat "+ to total mana cost" to make a comeback somehwere else for example as a corrupted jewel similar to Fevered Mind.

I would also love to see the trigger chance to be more consistant. Right now you can have long streaks of bad luck triggering nothing at all. I would love to have a 100% chance but 50% less dmg for socketed skills, or something deterministic for example having a guaranteed proc every other time you spend 100 mana.
