Panopticon Not Getting +1 Totems?

I have this anointed onto my amulet but I'm not getting extra totems? Watchtowers was working fine, I went from 5-6 with watchtowers but stuck at 5 with Panopticon.
Did I misread the tooltip somewhere? Last bumped on Mar 14, 2022, 8:22:05 PM
