Anomalous Sigil of Power - Max Stage 1 & Enemies in Area deal less Damage

I'm not sure if the mods "Enemies in Area deal % less Damage while at maximum Stages" works when the max stage for Sigil of Power is 1.

From my brief test, it doesn't seem to get to the max stage when initial stage is the same as max stage.

Found this recent reddit thread that says it works, but I'm not convinced.

I used Anomalous SoP 20 Q + Ashes of Stars 29 Q + Lvl3 Enhance (16 Q).
65 Q means -3 max stages.

Normally, when SoP is at max stage, it will have a different visual.
This is how it looks like when SoP is with max stage 2:


And this is how it looks like when it has max stage 1:


I'm assuming that SoP starts with 1 stage, instead of 0. Can anyone confirm that this is correct?

I'm hoping to use SoP max stage 1 for my character that is using EB.
With EB, I'm not using mana. Hoping that I can use the defensive part of this alt quality gem.
The screenshots above are without EB (otherwise I can't gain any additional stages).

Try testing it in PvP. Since it is a "deal less damage" modifier, it should be visible in the tooltip of the affected player.

Make sure to also test it with other maximum stages to ensure that the test works in the first place of course.

I never tried PvP before. Gonna try to convince one of my friends to help.
