Corrupting Fever and Lifetap Support

I am trying to learn Tornado Shot builds and can't understand CF+Lifetap combo which it usually has

I google out that you should use "Skills Cost no Mana while Focussed" on amulet but people don't have it on. Do they swap it? Like they put on amulet, use skill, swap another amulet and then use Lifetap on other skill to refresh duration? Is this how it work? Reduced life cost from the tree and/or alt quality gems is enough to cover a typical 6l CF setup for TS builds (and most others). Just can't slack on your life pool too much.
I have a pretty good sense of humor. I'm not German.
