What does brown affix mean?

I can't find what does brown/yellow affix mean.
 https://imgur.com/a/L6BONap I guess it has something to do with being influenced (Redeemer item?). Maybe it is special, I checked suffixes https://poedb.tw/us/Belts#ModifiersCalc and "increased Life Recovery rate" is only for The Elder Suffix and The Warlord Suffix but for 75 level items and this item is much lower. That means Fractured. That mod cannot be removed no matter what you do to the item. People buy good fractured mods to help with crafting. You cannot have an influence on such an item.
