Tempest Shield Shock Not Working

Tempest Shield's superior quality does not grant chance to shock to other skills, if that is intended, shouldn't it be renamed from "Buff Grants % chance to Shock enemies" to just "% chance to Shock enemies"?

Yeah, this does seem wrong per the wording. Why would "Buff grants..." apply globally for the other two gem effects and only locally here?

The only thing I can imagine is some version of the local/global split, where affixes on weapons sometimes apply locally unless otherwise specified. While that's troublesome enough, at least we can dig up how/when it works in that instance.

The problem here is it's a *buff* which, as far as I've ever seen is *always* understood to be global (applies to the player, not a skill). Yet here it's only applying locally to Tempest Shield on 1/3rd of the effects which seems poorly worded *or* is a bug (hopefully the latter because who cares if Tempest Shield shocks when its main purpose is as a buff generator for the player).


Further proof it should apply globally, by way of example, is that part of Herald of Thunder's buff text is "Buff grants x% increased lightning damage" which AFAIK applies to all spells, *not* solely to Herald of Thunder's storm damage. Additionally, the wording of "Buff grants..." seems silly if it just grants the buffed damage to itself, right (like talking about your actions towards yourself in the third person)? If this were only intended to work locally, why wouldn't HoT just say "Storms do x% increased lightning damage"?


Personally I think this should definitely apply globally just as the other two "buff grants..." effects do and just as it does on other buffs. Please consider checking that this applies globally (the best solution) or at least explaining how we should know when a "Buff grants..." line applies one way or the other.
