Mouse over on ui causes flickering

Hi!

Decided to try this league on my laptop since I'm away from home. Been playing all earlier expansions on it without any problems. But now in 3.17 when I hover over anything in the ui, the the info will flicker a lot. Tried reinstalling the game, getting latest drivers, messing about with every setting in options, mouse options in windows (shadow pointer, enhanced precision et all) etc etc. Did anyone else have similar issues?

This happens in the skill trees and scrolling in options too. But only after I load a character, not in the menus before logging in... This last thing is kinda weird, isn't the background also rendered by the engine when you're in the menus? I remember the infamous rain from before.

Do you use any app that has an overlay (like awakened poe trade or others ?)

Nope, everything turned off, (including steam and geforces' overlays).

Background fps. I finally found it after 2 leagues. Uncap it. Mine was set at 30fps cap and guess it puts poe in the background and just annihilates your eyes because of it. Hope this helps someone!

This fix it turns out only lasted for a few mins. After further fiddling it seems that the flickering stemmed from being on Vulkan and not Directx12. This seems to have solved my flickering issue.
