"Completing a Heist generates 3 additional reveals" enchant from sextants

"Completing a Heist generates 3 additional reveals" heist contract enchants that can drop from "Non-Unique Heist Contracts found in Areas have an additional Implicit Modifier" sextants only appear to give the 3 additional reveals to Whakano.

I ran this with a Deception contract with Gianna selected. I got the 3 bonus Whakano reveals but only one Gianna reveal, like normal.

The sextant itself is a low weight sextant roll. You then need smuggler's caches to appear in your map. After that, you need to drop a contract that has this specific enchant. With those multiple levels of RNG, and given that Whakano prices are 5000+ markers for wing reveals and Gianna level 6 is in the hundreds of markers, these don't feel worth a low weight sextant if the reveals are Whakano only.

Is this intended behavior?
