Massive Latency

Been having really bad latency over the last couple days. Usually clears up after a while or a reboot somewhere along the chain but tonight it's completely unplayable. Launches, logs in, loads into town, then ping spikes to 10,000+ and then disconnects.

WinMTR log: https://pastebin.com/FqVnSV81

Troubleshooting so far:
- Rebooted router
- Rebooted PC
- Rebooted network adapter
- Adjusted DNS settings for network adapter (then changed them back)

Open to suggestions, but based on the WinMTR log I'm fairly certain this isn't a me or my network issue.

Your WinMTR link doesn't work. Please reupload it.

Sorry about that, accidentally set it to private. Should work now.
You are getting packet loss right at your router/modem. It is a you/your network issue.

Power cycle them both. Turn them off then unplug them for at least a minute. PL goes away you are good to go.

Wired or wireless? If wireless, try going wired if you can. POE doesn't handle wireless connections well at all - and it's not advised for gaming either.

If your PL doesn't go away, then contact your ISP. Tell them you are getting PL and it's affecting your ability to do what you want. Make sure that they see your MTR as that's the proof that they will need to see that something is borked.

Also, make sure the firware etc for the router/modem is up to date.

Not sure 2% packet loss at my router and modem over about 5 minutes quantifies a router/modem issue. My primary concern is the 19% and 76% packet loss at hops 7 and 8, which is consistent across every IP address I've attempted an MTR for for Path of Exile. Regardless, power cycled both and still getting over 70% packet loss at hop 8, in the new log 20% at 7. No packet loss anywhere else. New MTR log below:

https://pastebin.com/uhAQExPb

Edit: Specifically this looks like major packet loss at networklayer.com between Atlanta and Washington, DC.

ae6.cbs01.tl01.atl01.networklayer.com - 19 | 272 | 222 | 9 | 39 | 357 | 10 |
ae0.cbs01.eq01.wdc02.networklayer.com - 76 | 117 | 29 | 0 | 32 | 111 | 56 |

This is not packet loss but 2 devices running icmp prioritization policy

So if we look at the real problem, then it's this -->
dsldevice.attlocal.net - 2 | 449 | 444 | 1 | 16 | 326 | 11 |
One thing is the 2% packet loss but the other thing is the latency spikes between your pc and the router/modem in your home up to 326+ MS.
This should be rock stable !! It's packets that goes between your pc and router/modem over a LAN cable.....

This really looks like an "unstable" WiFi connection....
However if you are using a cable connection already, then something is not working as it should -->
- Is the router/modem using latest firmware.
- Is the LAN cable in good order (minimum Cat5e).
- Is the netcard using latest drivers.
That isn't packet loss at network layer. That's ICMP packet depriotization - your ping packets are being ignored so more important data can go through.

ANY PL is bad, even 2%, you should have NONE whatsoever and POE does NOT handle PL well because of it's netcode.

The data is quite clear where the issue is/was. Do with it what you want.

Thank you both @Aragorn14 and @HanSoloDK for breaking it down for me. I did go ahead and talk to my ISP, and they updated my router firmware. No further issues since.
