Exalted Shard Recipe not working with Elder items

I have a full set of identified Elder items that I have tried vendoring to get some exalted shards. The items are a mix of armor types and use a sword and shield. This should all still work, also since item level has never been stated to be a requirement for exalted shard recipe since items do not drop influenced unless above a certain item level to my knowledge. I have attached an image to show that the vendor is only going to return lower currencies.

Performing some research over the internet has shown that there has not been this type of bug reported. Only prophecies causing chaos or regal orbs to occur before exalted shards. But we do not have prohpecies any more and I am not receiving any chaos or regal orbs anyways.

Any insight to what is happening would be appreciated, if not truly a bug that needs to be fixed.
