'Spores on the Wind' Atlas Passive is Poorly Designed

Per the node, each map you drop has a 3% chance to be enchanted with 'Area contains a blight encounter.'

After several dozen maps without one dropping, I decided to begin counting. 3% is a very low chance, but should manifest itself as an enchanted map roughly every 30-40 map drops.

I'm making this after my 100th map drop without an enchanted map, and that's after 2 or 3 dozen maps without a drop prior.

Furthermore, while I did see this effect manifest itself once or twice early on in the league on another character, each time it happened it was, by unlucky chance, on a low tier map. The challenge wasn't there, and even the blighted map that one of them dropped wasn't necessarily fulfilling or rewarding.

This is supposed to be near to the 'ultimate' or 'penultimate' node seeing as it's furthest from the spawning point on the tree. I absolutely adore the small passives leading to it (1 blight lane chest is lucky, per node) but the notable itself is very lacking. Unless there's something I'm missing about having an enchanted map (I don't believe you can make 2 blights spawn outside of a Mycelial Swarm proc) this node is quite sad. Perhaps x% chance for map bosses to drop a blight scarab?

"Each map you drop"
technically its not your map, its the monsters map

"3% chance"
How does the RNG generator know he is going to be making a mapitem beforehand

"Area"
Yes, in which area do you have to be to be entitled to the map

"Something im missing"
Thats what we call potential additional bug after implementing hundreds of new passives.
