Searing Exarch influenced maps do not have altars

After I defeated the Searing Exarch's questline, I've done 4 exarch influenced maps with a total of 0 altars. This can't be right.

Previous to fighting him, altars were spawning normally.

It's frustrating as I've specced into exarch on the atlas, but eater of worlds is still more worthwhile because he still spawns altars in his maps.

I have the same problem.
I ran about 20 maps and no altars or progress...

I receive progress, and the map is clearly influenced by the exarch. I'm just missing altars.
