"Action speed cannot be modified below based value" Doesn't work with vines

When using the unique Kaom's Roots, i am still slowed down below base value by all types of vines (vines from maven, vine from nemesis, etc.)

Let me know if it is a bug, or if "Action speed cannot be modified below based value" is actually useless.

The item clearly says action speed, so why do you expect it to protect your movement speed as well?

Moving is counted as an action in the game.

As an example, you still move and attack while frozen with "Action speed cannot be modified below based value".

That's my point, exactly. If frozen slows action speed by 100% and as a result you cannot move, "Action speed cannot be modified below based value" should affect movement.

Modifiers to action speed have a multiplicative effect on a character in conjunction with stats that affect the speed of specific actions, such as movement speed, attack speed, cast speed and stun recovery.[1]




Therefore "Action speed cannot be modified below based value" should affect all of the above, which includes movement.

The mod I am writing about is about action speed, not specifically movement speed.

Don't the vines, just like tar, reduce the base speed itself and therefore altogether ignore "cannot be modified to below base value"?
