High ping spikes only while playing Path of Exile

Since the end of last league, I started experience random ping spikes. My ping goes from 20ms up to 300-500ms every few seconds.

I had my ISP completely rewire my internet. I play on ethernet. I have fiber internet and have ZERO connection or latency issues in any other game I play. I work from home and use my computer and internet for work and I no not experience any other connection issues with any other program on my computer other than Path of Exile. I've tried everything from reinstalling windows, reinstalling path of exile, reinstalling steam. Playing PoE from the standalone client and I still have the same issues.

Has anyone heard of or had similar issues to this? I've played every league since incursion and I'm sad I cannot play my favorite game.
