New implicit mods seem to conflict with some unveiled mods (convert physical damage)

I've been trying to land an unveiled modifier "Chosen" (30–35)% of Physical Damage Converted to Fire Damage on gloves with "ConvertPhysicalToFireEldritchImplicit4" implicit mod "25% of Physical Damage Converted to Fire Damage". After trying it for more than 40 times (I've never seen a single convert mod in the unveil) I've concluded that it doesn't work. I got it the 1st try on a pair of gloves with no Eldritch implicit.

There are gloves with the combination of mods above present in the league, but when asking the player how they've managed to craft them, I was told that the implicit modifier was applied after the explicit conversion mode was added to the item.
Moreover, with the implicit modifier present it is possible to bench craft the mod for conversion, so that one is obviously not in a conflict with the implicit.

This behaviour, if confirmed, seems very inconsistent with everything else in the game and shall either be clearly communicated so that other players don't fall into the same trap as me, or fixed, as it doesn't make much sense.

If anyone else has encountered this please confirm my suspicion. (By the way this behaviour isn't present on the popular craftofexile.com crafting simulator).
