Blessed orb does not seem to reroll the values of both implicit on an item

These boots both have a searing exarch and eater of world implicit modifier.

Top One, Exarch : action speed (range 4-5%)
Bottom One, Eater of worlds : general cry cooldown recovery(range 15-17%)

However, whenever I use a blessed orb only the general cry range changes. I've used more than 10.

Blessed Orb definition is "Randomises the numeric values of the implicit modifierS (plural) of an item"

So I see no reason why this should not reroll the range of the action speed as well.

Perhaps it is only a display issue when pressing alt and the mod has no range, in any case this probably needs to be looked into
