Hexblast, base damage and ignite mechanics

When i make a brand new POB pick Hexblast as the skill, and choose occulist and skill Withering Presence, it increases the Ignite DPS

What is going on here???

Ignites as far as i knew are based on the skills base damage and flat added damage. Then scaled by fire-style bonuses ex.(increased fire damage)

Chaos increase or more damage should not affect ignites. Is it that the base damage is all chaos (in this case) so increases and mores of chaos contribute because the ignite although still affecting monster fire resistance is kinda a chaosy fire?

IE if you somehow created an ignite by pure lighting damage, would increases to lighting damage scale this ignite?

The damage of damaging ailments is affected by both modifiers to the damage type they deal as well as the source damage that caused the ailment, regardless of whether it is the same type or not.

As a simpler example, if you poison by dealing physical damage, you can scale the poison damage by scaling your physical damage.

Since Hexblast allows igniting with chaos damage, scaling that chaos damage will also improve the ignite. The Withered debuff that Withering Presence applies will only affect the ignite damage that enemies take if you use Blackflame however.

Lastly, it is worth noting that ignite will always deal fire damage, regardless of what the source damage is or what damage the enemies take. So even an ignite caused by chaos damage from Hexblast from which an enemy takes chaos damage due to Blackflame can entirely be scaled by modifiers to fire damage dealt.
