Can't open Kirac Mission window

Lv74, Kirac mission number showed:
0/2/0 (white/yellow/red)

But there's no response(nothing happen) after I click his head icon in map device, or talk him and select Atlas Mission.

If I recall correctly, it's not bugged at first.

I have tried below and all won't fix:

relaunch POE
PackCheck.exe
running some maps
invite into party and leave

Now it worked again, the most obvious different thing I noticed is that I restock 1 white mission so it's 1/2/0 now.

And although it show 2 in yellow map section, I can't see any mission map option when I swap to yellow map tab.

Then after I spend the new and only 1 white map mission, I can't open mission window again. (and yellow still show 2 quota)

So it should worked all fine now.
After I finished my "first yellow map.
So I guess this problem occur because I failed my last(real first) yellow map, and now I actually finished one so everything work normal now.

I faced this issue, I think the problem is occurring for me when using portal skins.
Because when i removed the skin, the issue never happened again.
