Forbidden Flame/Flesh Bone armor not working

On the combo of the new jewels that allocate the passive on the tree "Bone Barrier" gives all of the bonuses correctly except it does not allow the use of the skill Bone armor lv20. The Icon does not even pop up as a usable skill. I tried socketing into a cluster jewel as well as regular sockets on the tree. I hope this helps
