Elemental Hit and Shaper of Flames/Winter/Storms Elemental Ailment Issue

Using Elemental Hit with the Shaper of Flames ascendancy node on Elementalist doesn't always apply an ignite. In fact, it seems Elemental Hit is only applying the ailment for the type that was chosen, even though the Shaper nodes for Elementalist state all damage can cause effects and flames/storms state they always should.
