Master Surgeon and increased/decreased recovery

Does the Pathfinder's Master Surgeon (specifically the ability to recover 6% of life when using a flask) interact with increases and decreases to recovery rate?

For example
* Life Mastery (10% reduced Life Recovery rate)
* Life Mastery (50% increased Life Recovery from flasks used when on Low Life)
* Hearty notable (15% increased Life Regeneration rate)

(And does it distinguish between "life regeneration" and "life recovery"?)

Life recovery rate only applies to life recovery over time effects such as flasks, leech, and regen. It doesn't do anything for instant effects. So no, mods to recovery rate don't do anything for Master Surgeon.

Life regen is just one of the many forms of life recovery. Anything that modifies life recovery/life recovery rate (without restrictions such as "from Flasks") will affect life regen. But anything that specifically modifies life regen has no affect on other forms of life recovery.
