Valdo's Rest Favourite Map Slots wont unlock

I've completed all the requirements to unlock slots 1 to 3 of the favourite maps on Valdo's Rest, but the slots stay locked. The other atlas areas work favourite slots work correctly.

I stared at the atlas for how long and didn't see that Vaal Temple was missing. |
