Mark Mastery with Focal Point Blind issue

My character has these passives allocated:
- Enemies near your Marked Enemy are Blinded (Mark Mastery)
- Marks you inflict are not removed from Dying Enemies (Focal Point - Deadeye Ascendancy)

When I cast a Mark skill on an enemy, nearby enemies are blinded as described.
If it dies, the mark remains, but enemies near the Mark are no longer blinded.

Is this intended or a bug? I would expect nearby enemies to still be blinded.

Looks like an enemy stops being marked enemy once it dies in this case. Pretty sure it's a bug. Otherwise another Focal Point stat "25% less Damage taken from other Enemies near your Marked Enemy" wouldn't work either.
I wanted to add something related - Focal Point with Mercenary's Lot interaction

- Your Mark transfers to another enemy when Marked Enemy dies (Mercenary's Lot - Unique Slink Gloves)
- Marks you inflict are not removed from Dying Enemies (Focal Point - Deadeye Ascendancy)

What the game actually does is, it transfers Mark to another enemy when Marked Enemy dies if there's one nearby, but if there isn't, the Mark is removed from Dying Enemies.

Shouldn't it stay on the dying enemy when there's no other nearby?
