Access to map device without quest completion

After killing act 10 kitava in the gauntlet I had access to the map device without completing the kirac questline. https://imgur.com/a/mfrb6yU

I can open maps and get map completion, however I cant open the atlas.

I cant place Kirac and the map device in my hideout either however the map device is somehow already there.

This was on my first character that made it to maps in the gauntlet, but I did get to maps in the normal league.

I dont have the other oriath areas unlocked as if this was my second character to maps and I dont have the crusader quests on the "world screen" however I do have "chasing a dream" on the queest tracker on the right.

Update: Once I found Zana, kirac appeared in my hideout and the atlas was unlocked. Talking to him in my hideout gave me the map reward and my quests are now "Hidden Citadels" and "The crusader" like they're supposed to be.
That said the world screen still doesnt show any new quests nor the crusader tab.

Also once I left my map and entered my hideout the map device was in a different spot than before. I suspect it was where I spawned in but I cant be certain.

Update 2: happened again in atlas invasion event
Im pretty sure its because ive done a logbook before maps (did that both times)
