Fortify + Whirling Blades on bosses

Not a bug. You aren't doing enough damage to proc Fortify.

Where does it say that fortify needs to do a certain amount of damage? How much damage do i need to do?
Act 9 hideout DPS is about 2K. What should it be? |

They changed Fortify in 3.14 or 3.15.

whirling, faster attacks, life gain on hit. get mana leech elsewhere (jewel, passive point, jewelry) and then it applies to your other attacks too |
