Blood Rage + Mind Over Matter + Devourer's Diadem + Wicked Ward failing.

Following setup:
The Devouring Diadem:
Eldritch Battery
10% chance for energy shield recharge to start when you use a skill.

Wicked Ward:
Energy Shield Recharge is not interrupted by damage if recharge began recently.

Mind Over Matter:
30% of damage is taken from mana before life.

Blood Rage:
You take 4% of your maximum life per second as physical damage.
You take 4% of your maximum energy shield per second as physical damage.

Expected results:
After casting enough skills to proc Devouring Diadem 10% chance for energy shield recharge to start, wicked ward should allow the energy shield recharge to remain for 4 seconds (recently), even with Blood Rage.

Actual results:
Devouring Diadem effect is either no longer working, or Wicked Ward is no longer working. Energy recharge never occurs, even after casting 100 skills if under the effect of blood rage.

I think taking damage over time nullifies the chance for energy shield recharge to start since you are always taking damage whereas if you were taking lots of fast hits there is still downtime where damage isnt happening to you.

So not a bug in my opinion at least.
It doesn't specify that the chance to proc energy shield recharge doesn't work if taking damage over time. That is just how it seems to be behaving.
It also could be that it is proccing but your energy shield recharge is so small that the degen negates what energy shield recharge you have after the 50% less recharge rate from eldritch battery.
That's also a thought that I had at one point, so I used a Blightwell amulet to boost my recharge rate by 200%, thus getting a modest 800 es recharge per a second.

That would have easily outpaced the physical damage bloodrage would have caused if this combo had worked.
