Is there like a Attack speed tier?

I noticed that the attack time for skill does not increase directly with attack speed, but rather per x% of attack speed increase

So my question is how many x% of attack speed increase will drop attack time for 0.1 seconds?

Is there like a table somewhere for reference?

I tried to google but nothing comes out

Attack speed is based off your weapon. If your weapon has an attack speed of 1.5 attacks per second and you have 100% increased attack speed, you end up with 3 attacks per second. Attack speed on weapons will always affect the base attack speed rather than stacking with other sources increase.

ok which means if I am using a quill rain bow which has 3 attack per second and I have added 100% attack speed means it will become 6 attack per second.

Quill rain has 3 attacks per seconds because it has already a 100% Increase Attack Speed in it. So, if you put 100% increased attack speed on top of that, you will end up with 4.5 APS because Quill Rain's BASE attack speed is 1.5.

Always remember: Increased/reduced applies to the base value of something, More/Less to the base value after Increased/Reduced is considered.
Weapon local attack speed mods scale multiplicatively with global attack speed mods (like from the passive tree).

Quill Rain is a Short Bow. All short bows in the game have 1.5 aps. With the 100% modifier on the bow, that makes the base attack speed 3 aps. If you then have an additional 100% increased from gear, tree, buffs, etc then you will have 6 aps.

This isn't correct. Local weapon-specific mods are applied directly to the weapon independently of any other mods and effects. That's how base damage, crit, and attack speed of the weapon itself is determined. A plain old short bow has base 1.5 attack speed, but Quill Rain has base 3.0. Any other modifiers to attack speed are modifying that 3.0.
