overlord and aggressive defence (cluster)

hi got this

playing cyclone coc. The overlord give me fortify but I am not sure what the fortifying hits grand 60% increase fortification do from aggressive defence do ?

is the buff suppose to give me more fortify stack or the increase not show on the 20 stack or maybe my hit not doing enough damage with hit to gain the increase buff?

can anyone tell be what the fortifying hits grand 60% increase fortification do?

aggressive defence:
30% increased Fortification Duration
20% increased Damage with Attack Skills while Fortified
Fortifying Hits grant 60% increased Fortification

overlord: 30% increased Damage with Maces, Sceptres or Staves
Melee Hits with a Maces, Sceptres or Staves Fortify for 6 seconds

it just makes you gain fortification stacks faster. In case you already gain full stack with single hit against any enemy, this modifier will do nothing for you.
