I can't Harvest Craft onto Cluster Jewels?

I have a a Large Cluster "12% Increased Physical Damage". I can't craft a "Physical" modifier Harvest craft onto the Cluster Jewel when it worked perfectly fine just before the most recent patch, on the exact same Cluster Jewel I've been crafting on for a couple days. The only "Physical" tagged modifiers are the Notable ones. I tried in the map, in hideout, and relogged, still happens. Fire and Cold craft works fine on the same Cluster Jewel.

Is this happening for anyone else?

EDIT: to add on, its not ilvl, it says "There is no valid Mods to craft on this item".

Is the Harvest enchant level too low for the cluster jewel?

Nope, its ilvl 83. Been grinding UGS

Having the same issue as well

I had the same thing with a steel ring and trying to harvest craft physical onto it. Told me there were no available modifiers for it.
