It's an area created by a skill that chills enemies inside it. For example, Vortex, Cold Snap, or Creeping Frost.
Chilling areas are ONLY caused by skills that say "chilling area." Chilling auras do not count. Chilled ground does not count unless specified otherwise.
so.. if i target a monster with ice shot, is it inside a chilling area? or does the ice cone not affect the target at all?

As other stated above, "Chilled areas" are ground effects that can be created only by skills that specifically say so, which are Vortex, Cold Snap, Creeping Frost.

Chilling area is NOT chilled ground (from any source)
Chilling area is NOT chilling aura (from Occultist)
Chililng area is NOT being chilled (from any source), although being in a chilling area will make those inside it chilled for a base chill effect of 10%, bypassing Ailment Threshold

So, for your question: the Ice cone created by an Ice shot is just chilled ground (does it still create it? I remember they reworked Ice Shot), and won't count as standing in a chilling area. Likewise, being hit by the Ice cone part of Ice Shot will not count as standing or have stood in a chilling area
