Warlord's mark not granting rage when enemy mob is one shot

Playing a berserker with pure phys build. I have battlemages cry linked to warlords mark. When I one-shot a monster with sweep or leap slam to exert the warcry , I am getting endurance charges from warlords mark but I'm not getting any rage. I don't have any freeze going on so that can't explain the bug.

Has anybody noticed this?

Oh and it's not a curse limit bug either, I have a curse limit of 2.

EDIT: I tested this with self-cast of the curse and it works fine. So this bug is limited to warlords mark being triggered. I noticed the same thing with the "Trigger level X warlords mark when hitting a rare or unique enemy" mod on rings. Same exact bug, i'm guessing since the mark comes after the hit, the stun doesnt register but the on kill effect (endurance charge) does.
