Chains of Emancipation gives permanent temporal chains (all curses?!) immunity?

I recently krangled the below gloves, which apply Temportal Chains curse on me.



I thought there could be a neat interaction with Chains of Emancipation.



However, with the belt equipped it somehow stops the curse from applying even when rage drops below 25.

Without the belt, the curse is applied when it should.

If you look at below screen shot, you can see I have gloves, belt and 21 stacks of rage. Where is the curse?



It has not reapplied like it should. What I believe should happen is:

1. Belt detects curse and removes it and gives you max rage
2. Rage ticks down to 25
3. Curse is applied again
4. Belt detects curse and it all starts over again, looping.

Forgot to include that this is with a Rage Support equipped.
