recipe for Skin of the Lords isn't working

According to this page https://pathofexile.fandom.com/wiki/Skin_of_the_Lords

Blessing of Chayula + Skin of the loyal is meant to give Skin of the Lords maintaining socket colour.

It doesnt work, it is giving a divine and a scrap of paper.

You use the Blessing of Chayula on the Skin of the Loyal. It's not a vendor recipe.
