Black Scythe Arbalist Spectres.... Cant

I have tried in acts, and in maps, to summon a black scythe arbalist spectre. Every time, the body disappears, and I get a random mob from the zone table. I want to know if im doing something wrong, or if the ability to summon them has been removed, and if so, if this was intentional please.

Yes, and, i literally see the body highlighted, press the spectre button and summon. I have tried 4 different times. They actually dont die fast anymore.

Just tried again. I play necro every league, and its not operator error, these guys just dont summon.
