Cannot travel to drox citadel because I don't have enough watchstones socketed

I trying to progress my atlas, killing Drox to get my 3rd watchstone in Glennach Cairns. But map device prevents me from oppening map to travel to citadel.
I cannot add watchstones as my citadel is displayed as occupied and cannot kill conqueror.

My second screen is from Zana dialog option "Travel to Drox's Citadel".
Map device is not allowing me to open that map because it's tier is too low.

So when you click on Activate, nothing happens?
Button isn't greyed out as it usually is when you can't use it.

There was notification "Activation Failed"...
WAS because when I wanted to screen capture it map just opened!
I think it needed some attention ;)
