Custom .ini file settings disabled?

Played around with some old guides to improve fps,
tried adjusting shadow_type=no_shadows in the config file, but didn't do anything, shadows still on.
Also texture_quality 1-5 didn't do nothing.

Was this only viable with older dx versions or did they kill it all?
I'd really like to try and have options to turn all shadows fully off, also lower particles effect quality, textures, etc.

The game client will no longer accept the majority of previously used .ini configurations not available in-game. I’m not sure whether you’ve tried enabling Dynamic Resolution, but hopefully that’ll help.
