Impending Doom + Decay interaction removed in 3.16 - Accidental fallout of DOT rebalance?

Decay Support has an interesting interaction with skills it's attached to. Any main skill that gains more damage conditionally (e.g. Arc has 15% more dmg per remaining chain) will scale Decay damage as well.

With Impending Doom, prior to 3.16 it used to have "60% more damage per 5 doom on hex". This was great because you could also scale Decay with it. Unfortunately in 3.16 this was changed, thus breaking this interaction completely.

Bolded the important part of the change:

- Doom Blast (from Impending Doom Support) now deals 54 to 81 Chaos Damage at gem level 1 (previously 39 to 58), up to 602 to 903 at gem level 20 (previously 430 to 645). It now has “40% more Damage with Hits per 5 Doom on Hex”, and “15% more Damage with Ailments per 5 Doom on Hex”. It no longer has “60% more Damage per 5 Doom on Hex”. It now has 140% Effectiveness of Added Damage at all gem levels (previously 100%). Because of base Ignite damage changes, Ignite with the skill is now 44.6% higher at 30 Doom, and 32.8% higher at 40 doom.
Due to Decay not being an ailment and not hitting, it cannot gain more damage from Impending Doom based on the Doom amount on the removed hex.

Please bring back this interaction! I suspect it was overlooked when considering ignite being the only DOT people used with it. Thematically it makes a lot of sense that after an "Impending Doom" there would be "Decay" due to all the chaos damage that was caused.
