Mace all dmg can chill mastery, doesn't inflicts brittle when crit with Secrets of Suffering

Mace mastery gave [all damage] chill
Suffering gave [cold dmg] crit inflicted brittle

Not a bug.

You have these;

• All Damage with Maces and Sceptres inflicts Chill
• Cannot Ignite, Chill, Freeze or Shock
  Critical Strikes inflict Scorch, Brittle and Sapped

They are an example of an anti-synergy; one defeats the other.

Secrets of Suffering does not convert sources of Chill chance into Brittle chance.

You could either deal Cold damage and use Secrets of Suffering without bothering with the mastery, or you could find something that specifically gives you the ability to inflict Brittle with damage types other than Cold. Neither the mace mastery nor Secrets of Suffering claim to do the latter.

Does the chill mastery even work. I see no freezing with hypothermia, which should occur regularly

"Cannot" means you can't do it regardless of anything else. So if you cannot inflict chill or freeze, then nothing you do yourself will cause chill or freeze.

You can still create chilling areas, which themselves can chill enemies inside them, but that's different.
