Energy Shield is capped at less 10% of maximum value [SOLVED]

I was respeccing into low life and I'm not sure what happened but now my build can't regenerate higher than less than 10% of the maximum energy shield.



I was able to test that my energy shield cap is indeed around 200 by going into blood aqueduct and taking some damage to see that my energy shield would only regenerate to the displayed values

My current items:


None of them should have any effect on the cap of the energy shield so I'm not sure what could be causing it.

I'm stupid I forgot ghost dance was changed
