FPS capped at 60 with any settings except Mode: Fullscreen

Thank you for trying and making this game better, and the separate "thanks" for an easy Fortify for melee classes. I will update my Steam review as soon as we solve this. After 3.16 update I can not reach 144 fps level on my machine anymore (the only exception is the Fullscreen mode). I am ready to provide any additional info needed, and I hope I do not have to explain why Windowed Fullscreen mode is mandatory for this specific game. What have I tried already: 0. In-game settings: vsync: disabled; foreground fps cap: 144, enabled; renderer: tried both; display: supports 144 hz mode. Attaching production_Config.ini

I am aware that Nvidia Control Panel should be the second place to look at, after the game settings, but nothing suspicious there: switched global settings Max Frame Rate off or on and set to 144, tried the same for program settings (for PoE specifically). Let me know how can I attach DxDiag.txt. 3. Verified integrity of game files in Steam (yes, I am using the Steam PoE client). 4. Removed the contents of ...Documents\My Games\Path of Exile and C:\Users\<MyUser>\AppData\Roaming\Path of Exile. Let me know what else I can try. Thank you in advance.
