Shield charge not proccing fortify

Running facebreaker unarmed. Shield charging isnt proccing fortify. Doesnt seem like this is intended but im not sure.

same for me unfortunately! running same build, the only thing i can think of is that fortify is under leveled against my shield charge. but I'm not sure if that makes any difference

HOA JUGG here, I cant generate fortify charges on anything, the threshold to generate 1 charge is nonsense, should be 1 stack min per melee hit.
