"Picking Up the Pieces" quest bug (and pseudo solution)

I'm playing my first char in the Scourge League and just killed Kitava and got the 2 skill points book and the -30 res to all (so that part worked fine)

When I go to Oriath I realize that I don't have to do "Picking Up the Pieces" (the quest to unlock the map device). I go to my HO and already have the map device and can use it

However, Kirac is stuck, he won't sell me maps and I can't place it in my HO

Then I tried to do the whole quest "Picking Up the Pieces" from scratch following the wiki and it worked perfectly (but the quest log only updated once I completed it). Now I have Kirac in my HO, he sells me maps and the quest log shows the "Picking Up the Pieces" as completed

The only "weird" thing I did was deleveling once to farm Heist. Don't really know what else could have done this

I have this bug too

I got map device in act 9 after i do expedion map with Dannig
I know it weird to have map device there but not paying attention

And now when I complete act 10 Kirac didn't show up in my hideout
The quest Picking Up the Pieces no where to be seen too

And this quest Chasing the dream is my active quest. I got no map drop and now i'm stuck

I had the same issue and just fixed it on my own since I haven't seen any posts about what to do with it.

In the Epilogue, in Oriath, I had to run to the Fallen Courts on the right hand side of the map. After doing what Kirac wanted me to do there, I had to then go back to Oriath, and near the lower left hand side enter the Haunted Reliquary. Once done with that mission he told me to meet in my hideout, and was actually there and gave me a map. At that point I could open my Atlas.
