Upfront Cost Inspiration, Scourge Change

What does upfront cost mean?

I am COC Discharge and gain the inspiration charges
via Cyclone and Discharge.

Now the Upfront change,

does it affect my gaining of inspiration charges?
is it possible for my build to still gain?
