Problems with render/scaling/resolution?

Hey. I've had this problem in the past and I forgot how i fixed it (tried reinstalling, config, ... windows and poe settings over several days until it eventually got fixed).

As you can see, the resolution (or rendering?) is really weird. It is not only ingame, it is also in login screen.

Tried resinstalling gpu drivers (optimal and recommended, aswell as the windows-only driver), disabled fullscreen resolution ofc, overriding high DPI scaling in properties, run as admin. Disabled fullscreen resolution/fps sync in windows.

Windows 10/11 does not matter. Reinstalling clean new windows does not matter...
-> my guess is that something hardware specific is broken, something like bios/motherboard? I have no clue.

I hope anyone can help or has an Idea what the problem could be.

To clarify: The resolution and texture quality and graphic settings are set to the highest. It looks like it has half the resolution as it supposed to has

are you on a laptop because it could be that the game is using the "CPU" and not the dedicated GPU ?
