What determines level of Sirus?

I feel like Sirus' awakening level is pre-determined the moment you start the 4 Conquer missions? I always do Conquer at awakening level 8 and then take out stones to become level 1 before I fight Sirus. I feel that's too late. Am I right?

When you talk to zana and open the fight it is based on what your current awakener level is.
if you open it with all the watchtones socketed, it will be awakener 8. |

Also I think a0 to A4 have lower area level

I took the stones out before talking to Zana to open the portals. Ok. I was fighting Awakening then. ugh. annoying. lol
