Big drops in FPS but my laptop is better than the recommended settings

I a have a i5-10300H @ 2.50GHz
NVIDIA GeForce GTX 1650 GPU (4GB GDDR6) (the mobile one cause its a laptop)
16GB of RAM (2x8GB) - 2666 MHZ
SSD M.2 NVME 500GB - [ 2.000 MB/s ]

The screen is 1080p and 120Hz.

I already set both Windows 10 GPU configs and NVidia control panel to use the GTX 1650 and also set to Maximum Performance everywhere i can find. In the game it shows as its being used and at any settings I can get easily at least 100 FPS. A lot of new-ish game i can run just fine at ~90 FPS at 1080p. Was recently playing the New World beta with High settings with around 40~50 FPS but saw a lot of people saying its poorly optmised and a lot of people were getting lower FPS than it should. Other game for reference i was recently playing was Divinity: Original Sin 2 - Definitive Edition, i know it doesn't have a lot of action going on there but i can play it at ultra settings, literally everything enabled and can get around 75-80 very stable FPS.

But I had a older laptop before this one and was wayyy worse than this one, it has maybe a i5 6th or 7th gen at best and a mediocre GeForce MX series which is probably not even good to meet the minimum at 1080p but i remember i could play the game just fine at 1366x768 at around 40-50 FPS (it was the native screen resolution). I was really rare to get FPS drops to below 20 and it would need a lot of stuff happening at once, really a lot.

But my new laptop can't handle literally anything it seems... I'm walking around with ~110-120 FPS (i already even put everything on lowest possible settings and makes not a single difference it seems). A pack of monsters appears and barely does anything and boom, my FPS goes from ~110-120 to something like 20, sometimes it even goes as low as 10 or something.
I really don't understand what's going on. I was really expecting that with this new laptop it could handle the like like a breeze.

My latency is fine (around 40-50ms), so i don't think its that.

I even tried putting the resolution at 800x600 and limit the Foregrund FPS Cap at 65 and still my frames drop to 20 or less.

This makes no sense and i really don't know what to do to fix it.

most times there is problems with a laptop, it's because of these things -->
- Heat making the laptop downclock it's hardware.
- Misconfigured power plans

I don't think it's that, at least not anything in your face obvious, my power plan is set to Max Power and i even go into the advanced settings there and put everything into Max Performance.
This laptop is from a specialized brand that makes custom ones for high performance tasks, like gaming, engineering, rendering etc.
They don't sell last year's parts, only brand new stuff. For example: my laptop isn't sold there anymore because 11th gen is out and mine's 10th gen.
And mine's one of their budget ones, most of their laptops come with RTX GPUs.

It comes with 2 (or 3 i'm not so sure now) big fans, that have a dedicated physical button above the keyboard, for high speed spinning. The temps normally won't get past mid 70ºC when gaming unless the processor goes into 100% usage then it can get into mid 80ºC.
It also comes with a "control panel" with performance mode and stuff, so everywhere i can find its enabled to Max performance.

I tried switching from DX11 to Vulkan and limit FPS to 90. It seems to be making things better, but not so sure yet. Since it's been years i play and i only have one character that didn't got the passive tree wiped, so I don't have much room for testing things out just yet.
