Char/ilvl needed for gambling HH from Gwennen?

So, the question is: is it better to have a charlvl of 38-40 to aim for leather belts in the ilvl 40-42 spot? (Since Pyroshock Clasp is the next unique leather belt with ilvl 43). Thanks in advance :)
